Request Architectual Review Committee Approval
When do I need to use this?
Submit this request before making any change to the exterior of your home or property. This includes fences, roofs, paint and siding colors, driveways and patios, decks, sheds and other outbuildings, pools, play equipment, landscaping changes, satellite dishes, and exterior lighting.
Approval must be in writing and must be received before work begins. Changes made without approval may result in a fine and the cost of correction. If you are unsure whether your project needs approval, submit the request anyway or reach out and ask. It is far easier to check first than to undo completed work.
Include with your request a description of the work, a photo or drawing of the change, a copy of your property survey showing where the work will be located, and any color or material samples.

- Click the blue Requests button
- Select ARC Request from the options
- Complete the request form with a description of the proposed work
- Attach your supporting documents, including a photo or drawing of the change, a copy of your property survey showing where the work will be located, and any color or material samples
- Submit the request
If a Permit is needed from the City of Pooler (fences, walls, pools, etc) – follow these steps and include the permit with the ARC request.
- Create an account on the Citizen Portal for online submission, or print a fillable form from the Applications & Forms directory
- Attach the required documents, such as site plans, contractor licenses, and property owner authorizations
- Submit the paperwork and pay any required fees
- Contact the Planning and Development Department at (912) 748-7261 for status updates or to schedule inspections
Report a Violation
When do I need to use this?
Use this form to report a possible violation of the community covenants. Common examples include trailers, boats, or commercial vehicles parked in view, vehicles parked on the grass or in the street overnight, unapproved exterior changes, unkempt or overgrown yards, trash cans left out, or exterior changes made without ARC approval.
Reports are kept confidential. Your name is never shared with the homeowner involved.
Please keep in mind that the Violations Committee is made up entirely of volunteers who live here just like you, and it is impossible for us to catch everything. The management company drives the community every two weeks, which means some issues go unnoticed in between. Your reports help us keep the community consistent and fair, and they are genuinely appreciated.
Emergencies, safety hazards, and anything criminal should be reported to the City of Pooler or 911 rather than through this form

Reserve the Clubhouse
When do I need to use this?
Use this form any time you want to reserve the clubhouse for a private event. Birthday parties, family gatherings, showers, holiday get togethers, and similar personal celebrations all require an approved rental application before the date is held.
You do not need this form for ordinary day to day use of the amenity center. Stopping in with your family, using the pool, or dropping by casually does not require a reservation. The application is only for reserving the space for a private event, when you want the clubhouse held for your group at a specific date and time.
Keep in mind that reserving the clubhouse does not give you exclusive use of the pool. Other residents may still swim and use the restrooms during your event.

- Open Rental Forms
- Download and complete the Clubhouse Rental Application
- Submit the completed application along with your fees to Keystone under a General Request
What you need to know before you apply
You must be an owner or tenant in good standing with the Association to reserve the clubhouse.
There are two separate fees. A $175.00 deposit is required to reserve your date, and a $75.00 rental fee is due with the application. You may pay either by check submitted with your application, or by authorizing Keystone Association Managers to post the fees to your homeowner account.
The $75.00 rental fee is non refundable unless you cancel before the scheduled event. The $175.00 deposit is cashed upon receipt and refunded after the facility passes inspection and all rules have been followed.
Event guidelines
Maximum of 50 guests. Only private parties are permitted, as public and outside organizational rentals are not allowed for liability reasons. Amplified music is not permitted, though other entertainment may be approved. Decorations are allowed and should be noted on your application.
Use of the pool is not exclusive during your event. Other residents may continue to use it.
Your responsibilities
Inspect the facility before your event and report any existing damage right away so you are not charged for it. After your event, clean the facility and remove all trash immediately. You are responsible for any special cleanup costs and for repair or replacement of any Association property damaged during your event. You are responsible for yourself and your guests, and misuse or violation of posted rules may result in loss of access and fines.
